Sure, if you can provide an equivalent which means something along the lines of "make a small change to allow the small investment of effort by a large group of people to result in a large change". "use" doesn't come nearly close enough to implying that. Here, the fulcrum would be the use of cvs, the lever would be the number of people, the force applied to the lever arm would be the individual efforts.
