This bug seems to be fixed. I can now drag and drop properly on the right pane
of the bookmarks editor.

Steps to reproduce:
1 Click Bookmarks -> Edit Bookmarks
2 Add a new bookmark folder
3 Try to drag and drop an existing bookmark into the new folder.
However, you can right click the folder -> New bookmark. Then you can drag and
drop into the folder.
