Ok, my Dell Latitude C610 had the same problem. I've made the change to pass 'nolapic' on boot and unplugging/plugging the power cable works flawlessly now. The #1 prize would obviously be if this can be do automagically via a detection mechanism, but for the time being I'm happy. Now we just need to alert users somehow, an errata maybe?

PS: This is using a tmb kernel, although it should work on the standard MDK one as well. I previously saw the problem on both.
