I think that this time can be used to start network and related stuff. other process like postfix or cups can be started at later time, because the logging action take some time
I've tried my own solution at home, who was booting a ltsp terminal. between the bootup of the computer (pressing the power button) and getting a login screen: 60s: booting on a disquette some bytes are read -> netboot -> DL of the kernel, booting the kernel, setting network, launching X, READY!
