Install both at the same time, and actually, the initscripts requirement
isn't modutils = 2.3.10, but rather modutils >= 2.3.10. With 2.3.10,
you may run into a conflict with both packages owning the file. Newer
modutils don't contain that file, as it has been moved to initscripts.
