Question.... what version of menu do you have?
What happens when you run update-menus as root ?
I am looking for files in /usr/share/applnk/Configuration/KDE directory and
also a .directory file in that directory with a line of
X-KDE-BaseGroups=settings in the .directory file. I do have another kcontrol
fix that was suggested in -29mdk but I am not sure that will fix your system.
