Isn't it GPLed software? Then it's free. We can pick and choose what parts
of HelixGnome we want.

Linus Torvalds is the benevolent dictator of the Linux kernel, you know.
With GPLed software, it doesn't matter if one person, company, or government
controls a particular project. If they do a good job; everybody is happy.
If they do a bad job / alienate some developers, anybody can fork the project
and make their own changes. If the changes are good, the new project will get
more supporters than the original one and will become the new 'standard'
project. A 'Imperator' or 'Tsa'r over a Free project only has as much power
as people give them.
