[Cooker] rpm synchronization bug

There is a bug in that RPM does not release a lock quick enough when it 
exits.  I've run into several cases, and it's fairly easily to duplicate, 
where 2 rpm installs in a row will fail - the 2nd install says the rpm 
database is still locked.  Wait a second or two and it then works.
