you decompress it by :
-$ tar xvIf kernel-2.2.17-cus.chmou.tar.bz2 -C /
-$ chown -R root. /lib/modules/2.2.17-cus*
upgrade your lilo pointing to boot/vmlinuz-2.2.17-cus and let me know
if it works, it's a backport of the sis driver from 2.4.x version 0.11
to our 2.2.x
