I'm not sure that /etc can be move to a separate partition because it
contains file giving mapping between partitions and directory entries
(/etc/fstab) and when your PC boot, linux kernel only knows root
partition and it must be able to access /etc directly.
You should try to directly move your root partition to reiserfs
