RTFM:
--partial
By default, rsync will delete any partially trans
ferred file if the transfer is interrupted. In some
circumstances it is more desirable to keep par
tially transferred files. Using the --partial
option tells rsync to keep the partial file which
should make a subsequent transfer of the rest of
the file much faster.
Huh? What has rsync's "--partial" got to do with what I asked? I was not asking about rsync usage. I was asking why there is a difference in the file contents for a given package between the cooker snapshot I have and the 7.2 final even though the name, version and revision of the package did not change.
