If you watch the ChangeLog mailing list you will sometimes see two or
more updates to the same package published on the same day, BY
DIFFERENT PACKAGERS.  Usually the patch levels are monotonic
increasing, which means the second worked on the output from the
first (hopefully!), so all is OK, but if they both have the same
patch level that means they both worked independently from the same
base patch level and so one output will not include the patches
applied in the other - the classic double-update problem.

These things are very difficult to administer correctly (but not
impossible using one of the single-server check-out systems, RCS,
CVS, etc.).
