Reiser is a complete re-implementation of a filesystem based on some new filesystem ideas. ext3 (at this point) is simply ext2+journalling. Indeed you can convert an ext2 to an ext3 filesystem and back any time you want. With ext3 you can have journalling on existing Linux systems without having to recreate filesystems.
