With "it" you obviously refer to Intel, right? Yes, of course the Intel
chips are a lot slower - also on Linux. Does that answer your question?

No, it's not optimized for AMD. But that's because neither the kernel nor
gcc can be optimized for AMD chips. You have to wait for kernel 2.4 and gcc
3.0 for this. But even then - who cares? There's not much to gain. And
IIRC AMD's also gain something by an app optimized for Pentium.
