Yes, there is a maximum number of files. I don't really know much about
how the FAT format works, but if you were to make a new filesystem on
the disk you can specify the number of inodes the file system should
have. You can't have more files than this even if you have lots of room
left over.
Try "df --inodes" and "df --si" and tell us what the results from those
show.
