Basically the rpmlib havefilesprefix is a internal dependency for rpm to
make sure that you are installing a right format of RPM so that you don't
screw up your database or anything. AFAIK, rpm 3.0.5 does support rpm 4 format
of files, don't know what it not working for you ..
