Yes, I've verified.. I can't find the SRPM either.
A possible solution..
You can grab the spec file from the Mandrake CVS, and
then update it and use the new tarball.

That should get you there I think.. otherwise, just go to
https://kenobi.mandrakesoft.com/cgi-bin/viewcvs.cgi/
and browse your way to SPECS/xsane/xsane.spec and click
on 1.2.
