[Cooker] 2.2.18 Kernel in Cooker is missing modutils.h and its friends

I was wondering why there is no kernel headers rpm for the 2.2.18 kernel
(kernel22) in Cooker. I can't compile the Nvidia drivers without
"modutils.h" which I think is part of the kernel headers. Has anyone
compiled anything on the 2.2.18 kernel in Cooker?
