Russian locale is broken in 8.0

Fow now the quick solution is
cd /usr/share/i18n/charmaps
localedef -f KOI8-R -i ru_RU ru_RU.KOI8-R
ls -sf ru_RU.koi8-e ru_RU.KOI8-R

The reason is there is LD_*=ru_RU.KOI8-R (/etc/sysconfig/i18n)
and in /usr/share/locale there are ru ru_RU ru_RU.CP1251 ru_RU.UTF-8
ru_RU.ISO8859-5. But there are no ru_RU.KOI8-R.
so then libc try to use locale it try ru_RU.KOI8-R then fallback to ru_RU
and it is ISO8859-5 :-(
