It's just that most winmodem manufacturers that have released drivers for Linux have done so in the form of binary kernel modules compiled against a 2.2.x kernel. However Lucent have put out a driver that's been seperated into two parts so that Lucent's proprietary stuff can be linked properly against any kernel.
