It seems I was wrong, the dates are only correct for SRPMS but not
for i586 and it seems to be spreading across the other mirrors.

What you can do to set the correct dates is

cd /mnt/hd/i586/Mandrake/RPMS/ # or wherever
wget ftp://sunsite.uio.no/pub/Linux/Mandrake-devel/cooker/i586/Mandrake/RPMS/ -nr
cat .listing | while read a b c d e f g h ; do 
        touch -d "$e $f $g" $h 
done

That should update the time stamps without forcing you to download all
the files again. There may be easier ways to do it, but this worked for me.
