[Cooker] MAKEDEV and devfs

Sometimes you may need MAKEDEV even with devfs (or some install script
may run devfs silently for you). Unfortunately MAKEDEV is in /dev with
obvious implications in case of devfs.

I suggest moving real MAKEDEV off /dev and create link in /dev for
compatibility. This way it will work with devfs as well (via devfsd or
just creating links once - you decide :-)
