Then this is really KDE problem. Screensaver obviously grabs keyboard
and does not let KDE keyboard tool even see it.

Still, what keyboard layout are you using? Standard Russian keyboard has
two layers - US and Cyrillic. Switching between them is implemented
using XKb extension on Xlib level, *before* screensaver gets input
character. Even if selected keyboard is currently Russian it should be
possible to switch to US layout and get ASCII characters.

Granted, by default Russian keyboard definition does not contain
definition of switch character; it is normally defined via XFree86
options in keyboard definition section. If it is possible to define
switch char in keyboard definition *and* override it in XF86Config - it
may be possible to solve on packaging level.
