[Cooker] NTP and step-tickers

Thanks for adding the step-tickers file creation.

However, there is a minor problem, the file only contains a LineFeed rather 
than the name of the server.

I tried both entering my own server (time-server.eastcott.net) and picking 
one from the list of choices.  Both resulted in a file with a single LF.  
However, the ntp.conf file has the correct server line for either case.

Looked in timezone.pm at ntp_server and noticed that server get set to ''.
