the latest kernel is not the more stable.
first : the min/max problem that may break some drivers.
second : remember the 2.4.3 with the new aic7xxx that break some SCSI adaptor.
third : the 2.4.9 emu10k1 drivers was buggy ( wine didn't work ).
When you know the way the 2.4.9 has been release ...

However I think that the 2.4.10 will be stable and good. I'd forecasted for 
the 2.4.10/11 and then the beginning of the 2.5 serie.
