They are owned by user who is logged on console for the duration of
login session. And reset back to root owner when you log out. 600 are
meant to prevent other users (possibly over network) from getting access
to these devices.

Do you have some program that is using these devices while nobody is
logged in locally?

Actually symlink normally have 777 permissions, they are ignored anyway.

Edit console.perms to suite your need. But I agree, it would be nice to
have some overall less restrictive rules for a standalone home computer.
