Just don't suggest this to the people who either write their own stuff 
or add a lot of semi-customized stuff from other distros and stuff like 
that.  I know of more than a few people who even mount /usr/local on a 
separate partition so that it doesn't get overwritten on upgrades.  It 
also makes a very convenient backup target for the same purpose.  I 
realize its probably just a useless appendage for people like you who 
could give a hoot, but it does have a purpose in the whole scheme of 
things.  I is an attempt to separate what came WITH your distro from 
what you have later ADDED on.  And when you perform upgrades or need to 
do a reinstall, it can be your friend.
