Absolutely not!  If this is a problem for you, upon install simply
remove the directory and create the symlink yourself.  For some
people, /usr/local is essential.  For instance, I always put
/usr/local/ on it's own partition.  That's where I install things like
games and other programs I've compiled on my own.  It's meant to be
seperate from the base system.  FYI, some games I've installed using
7.2 and have not had to reinstall across upgrades to 8.0 or 8.1.
Making /usr/local a symlink to /usr would mean I need to reinstall
these games each upgrade.

And for even more mundane things such as running apache 2.0 or new
versions of mysql, etc.  Installing these to /usr/local allows me to
run multiple versions of the same program at the same time for testing
and so forth.  I think this is an exceptionally bad idea.

Probably because it's supposed to be this way.

/usr/local is meant for stuff you've compiled on your own... if you
want things installed into /usr, make the symlink yourself or use
./configure --prefix=/usr
