I don't know if this applies to your situation, but I had some trouble building the SRPM that's in the 8.1 updates on an i686 machine. The spec file they borrowed from RedHat defines a list of "alternate arches" or something like that, for which some parts of the build are left out, and i686 was one of them. I had to remove it from the list. I haven't seen the spec file for Cooker's glibc, so I don't know if this is still a problem.
