You do not need the setuid bit on rsh for cvs to work by any means
AFAIK, could be wrong. So if I am, I say, how many of these exists?
Try to put yourself in the shoes of a mandrake end-user... Do you think
you would ever come into contact with such a setup?
(This once again brings me to my "ideas", but I will not talk about them
now, it's useless chatter since 8.2 is close to freeze).
