hi!
now I found "usrquota/grpquota" between options during installation.
But there are some things to adjust:

1)
In /etc/fstab the "default" option is missing, is it normal?

2)
quotacheck -avug should be automatically run at first startup, so that 
aquota.user and aquota.group will be created

3)
initscript is still bad. It happens that quotas work right, but during the 
boot, after interactive startup, between "backspace send" and "Activating 
swap partitions", there's a boring error message with quota: it says that the 
device is busy...
