since kernel 18mdk, if i remember well, I am unable to power off the PC 
automatically by command : halt -p   for example.

the shutdown goes complete, hard drives are powered off, but not the mainboard
the console displays : power down
and that's all
you have to power off yourself
you can still tell the bios to reboot by CTRL-ALT-DEL

missing kernel option ?
