You shouldn't do that. That implies I am wasting memory all the time,
just to see tv or hear radio a short amount of time.

What you shoul really do is to modify /etc/modules.conf like

# TV
alias char-major-81 bttv

That chain-loads everything needed. 
I do not know how it is done with devfs.
