then your signal to noise ratio (rsb) is too low to detect tv
channels. you might consider using a better antenna or an
amplificator.

what is labelled as ntsc/france ?
the signal codage is selected by you, must be ntsc for usa.
when scanning all channels, i passed france as frequency table to
simplify code but -a overide it; so all known frequencies are tested.
