I understand that it parses it by hand. Unfortunately, it completely
ignores perfectly sensible NLSPATH:
{pts/0}% NLSPATH=/usr/share/locale/en/%N man xxx
man: No such file or directory
Failed to open the message catalog man on the path NLSPATH=<none>
No manual entry for xxx
{pts/0}% NLSPATH=/usr/share/locale/en/%N:/usr/share/locale/%l/%N man xxx

that is what I meant - check _how_ it parses it and why it ignores
correct value.
