Not being a complete idiot, I decided to test explicitly for each case before replying.

enterprise shutdown twice, just clicked and did nothing twice. On the 2 times it 
didn't shutdown ctrl+alt+del caused a reboot. On the 2 times it did shutdown pressing 
the spacebar caused it to power back up (set in BIOS to do that).

secure wouldn't boot (would urpme msec have caused that?) so I couldn't test it.

smp locked up hard when I said shutdown -h now :: I didn't try it again.

up worked as expected. shutdown caused it to shutdown. (with spacebar powering back 
up, of course)

custom kernel with no smp or apm - doesn't poweroff, ctrl+alt+del reboots

custom kernel with smp and no apm - acts like enterprise
