I don't think it needs to be seperate packages.  Just
have the server configuration commented out in
ntp.conf, or install the server config in ntp.server
and a comment about that in the header of ntp.conf
(which would be a client config)

Granted you can use in.timed as the time server (I'm
doing this now), but it'd be nice to use ntpd.
