In the systems I look after, we have two systems acting as both clients (syncing to external time standards) and as servers (suppling a reference time to all the internal systems. Splitting things into two packages or more simply means I end up installing them all so that I can get the daemon and tools needed. I am not sure that anything is gained by splitting it up...
