rmdir /usr/X11R6/lib/X11/xkb
Then repeat your manual install attempt. Does it work?

This looks like:
a) a bad rpm
b) a bad cd read
If you download the rpm directly (I think it's too late, it's already
been updated in Cooker), you might be able to test if the rpm is
different from what's on the CD (checking md5sums).
