Are you saying that:
1) If you do a cold start into Linux, enabling APIC works.
2) If you do a warm start (reboot) from Linux into Linux, enabling APIC
freezes.  
3) If you do a warm start (reboot) from Windows into Linux, enabling
APIC freezes.
