Huh? What does a permanent net connection have to do with it? If you mean people submitting bug reports when not online... those people can use rpmmon. But the vast majority of these people are going to be far to lazy to download and install an application just to find out who the maintainer is. rpmmon isn't even included in the distro because you consider it to be limited usefulness for most people... It would be a different story if it was included in cooker and was installed by default.
