It only registers the dictionaries so that OOo can see them. It's up to the user to enable it in the options/Linguistic menu or whatever it is called. I can't check the exact menu name here. Well, from <http://dict.progbits.com/download_dictionary.html>: ���Tools->Options->LanguageSettings->WritingAids and press the "Edit" button. There, each user, using the pulldown can select their language(s) and enable MySpell spellchecking by putting a mark in the checkbox.
