I guess the installer could see that if only one language is specified
at the start, perhaps the spell-checking will be auto-installed based on
locale?  If there is more than one language selected, maybe the
installer could explicitly suggest to the user to check out which
dictionary they want to install?  

I suggest this thinking of someone who is somewhat ignorant and new and
thinking "my gosh the spell-checking in the word processor doesn't even
work and the checkbox to add it is grayed out"... they won't necessarily
have the skill to know how to fix it (even though it is actually quite
easy when you know where to look).

But of course I agree with you that installing stuff without giving the
user control is also potentially highly annoying.  For instance the
ViaVoice package IBM made for 7.2 / 8.0 powerpack: if you wish to run
the US English version, you must set your locale as en_US even if you
don't want to, because the code is set up so that if you run anything
other than en_US, it just refuses to run. I think some Linux novices
within IBM coded that one ;-)
