Just a wild guess; but it sounds like your ISP is blocking port 25 from
its users in an attempt to reduce spam**...  Earthlink/Mindspring recently
did that here in the US for dialup users...   My ISP does not block port
25, at least not from my DSL; so I can mail out fine.  The problem occurs
when my wife uses her Mindspring account to email when dialed in.  I've
setup a workaround (see http://pfortin.com/Linux/PostFix/); but in your
case, it sounds like the xDSL link has the filter...  if so, you'll have
to talk to your ISP to have it removed -- if they won't remove it, you may
have to search for an e-mail provider who doesn't mind opening up another
port (see my web page) for incoming mail from trusted, but blocked users.

** to test this theory, try "telnet <remote_host> <port>" where port is
80, then 23...  if the remote_host is known to have both www and a mailer,
you should get responses from both commands:
$ telnet mandrake-linux.com 80
Trying 63.209.80.235...
Connected to linux-mandrake.com (63.209.80.235).
Escape character is '^]'.
quit
[snipped html]
Connection closed by foreign host.
$ telnet mandrake-linux.com 25
Trying 63.209.80.235...
telnet: Unable to connect to remote host: Connection refused

Even though the 2nd one failed, it still confirms that port 25 is open
from me to mandrake-linux.com; otherwise, it would just silently fail. 
Note:  type "quit" in each case to end the session, if established.
