could you test adding these two lines at end of /etc/devfsd.conf and restart
devfsd ("killall devfsd; devsd /dev" or "service devfsd restart") ?
REGISTER ^st0$ CFUNCTION GLOBAL mksymlink $devname tape
UNREGISTER ^st0$ CFUNCTION GLOBAL unlink tape
