I've got a working festival+speech tools package, and a festival-voices
to go with it. I was trying to split festival and speech tools, but had
problems there (festival wasn't made to be installed, it was made to be
compiled in place it seems ..).
This is why I was trying:

So, it seems that festival would be about 6MB if we took off the
speech-tools bits, and that's still including all the docs (which I also
wanted to split off).
What I can do is still keep speech_tools and festival in the same SRPM,
but have seperate binary packages
