This sounds like a problem with perl-URPM package, can you check the version used.
Do you have used a nfs mount of /usr or not ? (fstab welcome). You seems to say
it works with other package in parallel mode but not with procps ? Is it exactly
this ? Can you send me a bug report finally (So that I have all your synthesis)
using --bug <named_directory_not_directly_your_home>

For some reason the procps package cannot be installed using parallel
installation of urpmi.

I have included the following output which demonstrates the errored installation
for the parallel installation (to a single other work station), and a successful
installation using urpmi locally.  It should also be noted that exactly the same
issue was experienced the last time this particular package was updated, but
that this is the only package that seems to experience this behaviour.
