I have a Sony VAIO FX702 and use the Mandrake 9.1 RC1 and have the same 
pb. 
I tried the option noapic and apic=off but it does not seems to work: 
 
the command dmesg | grep -i apic gives: 
 
Kernel command line: BOOT_IMAGE=linux ro root=305 devfs=mount 
hdc=ide-scsi apic=off acpi=on 
Local APIC disabled by BIOS -- reenabling. 
Found and enabled local APIC! 
Using local APIC timer interrupts. 
calibrating APIC timer ... 
PCI: Disabling Via external APIC routing 
 
(it's the same with "noapic" option)

I use a sony vaio fx 805 laptop (but the problem seems to be present on all the
AMD processor sony vaio fx serie laptops) and it is not possible to have a
correct shutdown (power off does not work) and a correct reboot (freezing hard
drive led after Sony logo) without recompiling the kernel with the option "local
apic" switched off
I only recompiled the 2.4.21-0.pre4.7mdk kernel but the problem was the same on
the 2.4.21-0.pre4.6mdk kernel
