This has been brought up so many times now, that I wonder why it does not get fixed? It really is trivial to do so?

So when /tmp/.ICE-unix/ is recreated it has ownership of the non-root user. According to http://mail.gnome.org/archives/gnome-hackers/2001-September/msg00176.html , this adds 5 secs to the startup of the desktop (KDE, GNOME) and is also a security risk. Also, the page https://listman.redhat.com/pipermail/enigma-list/2002-June/014027.html claims this to be a bug of libICE (which is part of XFree86-libs).
