Yeah, what you are seeing is *probably* hotplug at work, in the cases you
describe. Here is what rpm -qi reveals about hotplug:
"This package contains the scripts necessary for hotplug Linux support,
and lets you plug in new devices and use them immediately.
Initially, it includes support for USB and PCI (Cardbus) devices,
and can automatically configure network interfaces."
I'm not sure who is in charge of hotplugging here, but I'm fairly certain from
when I talked to David and Till that the PSC 2210 should be hotpluggable
without issue. I think it is just a matter of getting the right info in the hotplug
database.
